Steve Baur, DPT, oversees clinical and business operations for MedStar Health Home Care, an in-home healthcare provider with four companies that serve over 20,000 patients annually across Maryland, the District of Columbia, and Northern Virginia. As chief operating officer, Baur oversees core service lines including nursing, occupational and physical therapy, speech and language pathology, medical social work, disease management and education, and community outreach programs. He also leads regulatory compliance and the physician orders department.
As an experienced leader and physical therapist, Baur fosters a culture of service that values and emphasizes workforce inclusion, associate engagement and safety, and high-quality, patient-centered care. He works to enhance clinical programs to improve patient outcomes, supports MedStar Health’s collaborative initiatives, advocates for organizational efficiency, and spearheads technology advancements. Baur also contributes to system-wide performance improvement committees focused on patient care and associate engagement, including several councils dedicated to Equity, Inclusion, and Diversity.
Since joining MedStar Health in 2011, Baur quickly advanced through homecare leadership roles including assistant regional operations director, interim regional operations director, and vice president of therapy services. In 2019, he became Chief Operating Officer, leading key aspects of the enterprise during the COVID-19 pandemic.
In 2015, Governor Larry Hogan appointed Baur to the Maryland Board of Physical Therapy Examiners where he has served multiple successive terms. He is also a long-standing member of the American Physical Therapy Association. Baur earned his Bachelor of Science in Kinesiology at the University of Maryland at College Park and a Doctor of Physical Therapy from the University of Maryland at Baltimore School of Medicine.
