Keith T. Shiner, J.D.

Keith Shiner is senior hospital counsel for MedStar Health, with primary responsibility for all legal matters for MedStar Washington Hospital Center, including regulatory, contracts, governance, medical staff, patient care, and employment. He also has primary legal responsibility for MedStar Health Research Institute. At the system level, he provides legal guidance for the Physician Leadership Council; Chief Nursing Officer Council; drug diversion prevention; and quality and safety matters.

Shiner is no stranger to the system. For 10 years he was lead counsel at MedStar Franklin Square Medical Center and MedStar Harbor Hospital. He has been a health care lawyer since beginning his practice in 1997. Before joining MedStar Health in 2013, he was senior counsel for Medical Staff and Patient Care with The Johns Hopkins Health System, and in private practice with regional and international law firms in Virginia.
